Muriel Julien

Muriel Julien has over 15 years of experience in project coordination, development, and communications in both the public and parapublic sectors, in Québec and France. She graduated with distinction from HEC Montréal with a graduate diploma (DESS) in Management – Sustainable Development, where she deepened her expertise in circular economy, decarbonization, sustainable degrowth, and energy transition. She is also the co-author of the study “Mobility Montréal: The Social Costs of Transportation,” reflecting her strong interest in sustainable mobility and urban planning issues.
A successful candidate of France’s Attachée territoriale civil service competition, Muriel advised elected officials on public policy implementation, with a focus on stakeholder engagement, strategic monitoring, and the management of major local development projects. She also worked in digital marketing and communications. At Natural Resources Canada, she coordinated the public consultation phase of the Canadian Collaborative Geospatial Strategy, engaging governments, industry, academia, NGOs, and Indigenous organizations.
Her civic engagement includes volunteer roles as a content creator and administrator for a platform providing information on Working Holiday Visas, and as Secretary of the Board of Directors at CITIM, a non-profit supporting immigrants.
