Eric Théroux

Strategist

Throughout his career, Éric Théroux distinguished himself as Deputy Minister responsible for combating climate change at the ministère de l’Environnement et de la Lutte contre les changements climatiques, and as Deputy Minister responsible for Francophone and Multilateral Affairs and Policies at the ministère des Relations internationales et de la Francophonie, from 2012 to 2020. Employed by the Québec Government from 1987 to 2023, he also worked for the ministère de la Justice as a lawyer, and from 1999 onwards, as Director of Legal Affairs. He also served as Director General at the ministère des Relations internationales et de la Francophonie and at the ministère de l’Emploi et de la Solidarité sociale. Eric concluded his career within the state as the President of the Commission de la fonction publique, a nomination by the National Assembly of Quebec.


A graduate in law from the University of Montreal and a member of the Quebec Bar as a retired lawyer, he also holds a Master’s degree in Law from the London School of Economics and Political Science. As an Expert in Residence and lecturer at ENAP in international law and administrative law, he has taught at Université de Montréal and at Université de Sherbrooke, delivered numerous lectures, published around fifteen articles in various journals, and authored three monographs. He has a particular interest in the development of public policies in environmental and social matters, as well as in intergovernmental and international relations.
